IMPORTANT UPDATE:
CCPO to offer new, permanent 12-week Provisional Certificates to eligible operators beginning June 1, 2025

  • BCCSA will maintain the current time frame of allowing an operator, who has passed the online written exam, up to 12 months to book an in-person practical exam before having to re-take the online written exam.
  • From the point that an operator passes the online written exam and registers for an in-person practical exam, the operator will receive a provisional certificate that allows the operator to work with indirect supervision for up to 12 weeks. The provisional certificate will only be issued once.
  • Supervision must be conducted by a qualified Certified Concrete Pump Operator (CCPO), per section 20.26.6(2)(b) of the OHS Regulation.

BC Regulatory Requirement

Changes to the Occupational Health & Safety Regulation in British Columbia

Effective January 1, 2024, WorkSafeBC passed amendments to Part 20 of the Occupational Health and Safety Regulation (WorkSafeBC) making certification mandatory for all concrete pump operators working in British Columbia.

As per Part 20.26.6 Operator Certification,

  • (2) On and after January 1, 2024, a person must not operate a concrete pump or placing boom at a workplace unless the person
    • (a) holds a valid concrete pump operator's certificate, issued by the certification authority, for the class or type of concrete pump or placing boom being operated and operates the concrete pump or placing boom in accordance with any conditions set out on the certificate, or
    • (b) operates the concrete pump or placing boom
      • (i) under the supervision of a person who holds a valid concrete pump operator's certificate for the class or type of concrete pump or placing boom being operated, and
      • (ii) in accordance with the directions of the certificate holder.

Currently, the Certified Concrete Pump Operator Program delivered by the BCCSA is the only certifying authority issuing certifications to concrete pump operators in British Columbia. The CCPO Program adheres to the requirements of Part 20 of the OHS Regulation and is working toward ANAB accreditation in ISO/IEC 17024:2012.


Provisional Certificates

Permanent Provisional Certificates effective June 1st, 2025

Starting June 1, the BCCSA is introducing a new 12-week Provisional Certificate to allow Operators to work with indirect supervision while they wait for their practical exams to be scheduled. Based on feedback and concerns raised by stakeholders related to supervision requirements for new and legacy operators, we are introducing a new 12-week Provisional Certificate for Operators. Here are the details:

  • BCCSA will maintain the current time frame of allowing an operator, who has passed the online written exam, up to 12 months to book an in-person practical exam before having to re-take the online written exam.
  • From the point that an operator passes the online written exam and registers for an in-person practical exam, the operator will receive a provisional certificate that allows the operator to work with indirect supervision for up to 12 weeks. The provisional certificate will only be issued once.

This control mechanism addresses the stakeholders’ concerns and provides BCCSA a viable option for managing both new-to-role and legacy operators who require some form of provisional certification prior to the practical exam, eventually leading to full scope certification. The amendment to the OHSR Guideline balances the need to address stakeholder concerns and satisfies WorkSafeBC that BCCSA is fulfilling its accreditation requirements as set by OHSR 20.26.5(1)(a).

What does this mean for concrete pump operators in BC?

Once an operator has written their exam and they are ready to take their practical exam, the operator signs up and pays for their practical exam. Upon payment, a 12-week provisional certificate is issued to the operator allowing them to work with indirect supervision from the practical exam payment date while they await their practical exam to be scheduled. If their exam is not scheduled and completed within the 12-weeks, the operator then falls back into the category of needing to be supervised directly. In both cases, the supervisor must be a qualified Certified Concrete Pump Operator (CCPO), per the OHSR 20.26.6(2)(b).


With this new provisional certificate being implemented, we strongly suggest that operators only sign up for their practical exam when they are 100% ready and have work available to avoid the provisional certificate from lapsing, as the certificate will only be issued once.

Your CCPO certification is valid for 5 years. After 5 years, you must recertify.
